The Role of U.S. Agencies in Export Certificates

Luckily, FDA handles almost all export certificates. The process still remains complex, however, as each export certificate is handled by a different center within FDA (e.g. Center for Drug Evaluation and Research (CDER), Center for Biologics Evaluation and Research (CBER), Center for Devices and Radiological Health (CDRH), just to name a few). The right center must receive your application for it to be processed appropriately.

In some cases, FDA has handed over the certification process to another agency, as is the case with Health Certificates for Seafood headed to the European Union. The certificate required from the EU is obtained from the National Oceanic and Atmospheric Administration (NOAA).  This initial process is not as easy as it appears as there are multiple centers and agencies involved depending on your product and its intended destination.
